It dawned on Katrina that they were in trouble. Huge trouble. The border control act had been successful in two regards. First was getting the necessary early funds to get them back on their feet financially. Second was to keep unwanted people from crawling all over their highway. It had an unintended consequence. As trade stopped passing through legitimately, crime began to spread in the former of illegal crossings through Skaraptica.
The skilled artisans they needed to rebuild their land had fled or refused to come work. It was a problem.
Redgar had returned a day ago. Katrina needed to send him out again. There was more for him to do. She found him in the throne room. Seeing him sitting upon it infuriated her, but she held it together.
"Did you accomplish anything while I was in the wretched Kel'Alee?"
"We've regained a semblance of stability. Unfortunately that is balanced on a knifes edge. As you can see the castle is in better shape. But we're still lacking artisans to help rebuild. It would be best if we could get one to do work for us. Either acquire one on our payroll, or contract a company to do the work. The border control act has all but shut down a trade economy. We may want to reassess that."
"That's all your perogative. I've brought in some money. Those democracy loving people at the RoC paid me to be insulted in Kel'Alee. That's plenty of income to get this reconstruction done, right? I don't want to have nothing to show for that mockery."
"Yes. I believe the only place we will find the people we need is in Morith or Sorath. Fordeth is too far, and so is Helkorth, Delta, and Viktriance."
"What about Hillsfar?"
"They're too small to have what we need."
"Hmmm. I could stand to go somewhere they respect nobility. Morith first, it is closer, then Sorath if necessary."
"Very well. When shall you depart?"
"In a day or so. I want to rest first."
Katrina nodded and went back to her rooms. An amendment to the border control act was necessary. A toll that dissuaded people from crossing at all is useless. It didn't bring in any income.
