Elkagr Society and Government
The government of the Empire of the High Born is split into five regional provinces, excluding the five kindgoms of humanity (which fall under the Northeastern Province). The five provinces are named after their capital cities, Argentium (central), which is the core of the Empire, located in their ancestral homeland. Valemonia (northwest), which is across the central sea on another continent. Namlatium (southwest), which is on a third continent. Carpraxium, located south of the great desert. And Farfarellus, located in the Bone Wastes.
Each province functions as its own smaller independent province, with little to no need for interference from the central government in Argentium. The Provinces are led by Emperor or Empresses, with the Emperor/Empress of Argentium being ranked above the others.
Originally each province relied heavily upon the central government in Argentium, but during the war with the Sovereign Kingdom of Cruinthe during the Age of Chaos the heavily centralized government made it difficult for the Elkagr to do much of anything during the early days of the conflict.
Elkagr Culture
Elkagr culture tends to center around superiority or Hegemony. The High Elkagr believe themselves to be the purest elves and are superior to all others. The Forest and Plains Elkagr also believe this to be true. Where the forest Elkagr are then the next level down, and below them are Plains Elkagr. The Elkagr also believe that under them as a whole race are Drakagr, which are said to be extinct, and below them are Humans. The Skaldi are considered intelligent animals, much like a dog or cat which in their view needs to be fully domesticated. The Elkagr do not as a whole acknowledge the existance of the Drokagr, though when the point is forced they would place them above Humans but below themselves. The subject of half-breeds is of much debate.
The Elkagr are very obsessed with aesthetics, magic, and the senses. Some Elkagr give in to themselves and their powerful emotions fully, falling into deep hedonism. Others are quite the opposite and place self-control above everything else. Regardless they will seek perfection in everything they do.
The society in Farfarellus leans towards the self, where the elves there believe that the betterment of society is best done through the improvement of the self, and putting the individual's needs before the collective. This makes sense due to the environment, as the bone wastes provide a particular survival challenge for anyone living outside of the city.
The Elkagr worship three gods whose names are only known by their aspect names: Power, Wisdom, and Justice. The Elkagr on average place Power above the other two, as power is, according to their mythology, the god that made them.

The Bone Wastes
-The Bone Wastes are an arid and lifeless area of the Empire of the High Born. They serve as the borders that mark the end of where humanity and all other races may tread. The western wastes were created as a result of many battles across a country known as Zetegnea, a former province of The Sovereign Kingdom of Cruinthe. It served as a chief battleground state for the war that took place between humanity and the Elkagr. The land in the wastes is almost entirely littered with bones picked clean by the ages, pools of dark brown tar, and the very air is poisonous in certain places. In the western wastes lie two border garrison cities: Farfarellus and Austellus.
The southern wastes are not a result of a battle, they are a strip of dry barren highlands that run from where Helmistan used to be and the ocean. They are sometimes called the "Cap of the hourglass" as they protect the five kingdoms of humanity from the great desert to the south.
Farfarellus -City
Farfarellus is the northern city in the Bone Wastes and acts as a regional capital for the Empire of the High Born. From there the orders for the entire region where the Five Kingdoms of Humanity reside. Farfarellus is a city with high and warded walls to keep the arid and deadly air out of the city. The various patrols for the northern half of the western bone wastes use this city as a home base, and a multitude of Empire officials have a home in the city, as well as travel to and from Fordeth from this location. All of the tribute of the five kingdoms of humanity goes to Farfarellus.
Austellus -City
Austellus is the southern city in the bone wastes and acts as a border garrison. Where Farfarellus has administrative centers and residencies for dignitaries and officials, Austellus is filled to the brim with Imperial warriors.
Argentium -City
The location of the capitol of the Empire of the Highborn is a closely guarded secret among all of Elkagr kind. During the war hundreds of Elkagr died under the strains of torture before revealing its location. The Sovereign Kingdom of Cruinthe never gained accurate information on the location of the city.
The city itself is a sprawling metropolis (location unknown to all but the pure-blooded High Born Elkagr) that houses the central government. It is known on paper simply as "Central". The other capitols of the empire are known as Northwest (Valamonia), Northeast (Farfarellus), Southwest (Namlatium), and Southeast (Carpraxium).
