Fordeth is a city with crumbling public works from centuries of misuse and poor maintenance. The baths are dry. The forges are cold. The shelters have no food and no heat. A humanitarian nightmare.

Fordeth was a rather ramshackle city, while there was much splendor, at the same time, there were also a lot of run-down facilities. The one that interested Torin was the City Recovery Center, it sounded like just the place Torin needed to have his leg fixed, but the building was run down and unusable. Torin had a decent amount of funds, and perhaps if he helped get the facility running again, not only would they be able to assist him, but he may also get some of his investment back. With his mind set he sought out the officials who would be able to assist him in getting the facility running again, who would help him know what it would take to get the place up and running again.
His brief time in the market he had seen the Fordeth City Construction Company office, he could hire them to do the maintenance, but depending on what supplies were needed, he would potentially have to get supplies from other cities even. He wouldn't know until he was able to track someone down and Fordeth was a huge city, and especially dangerous to one such as Torin. He really needed to get his leg healed though.

The meeting was private. Jakob's mind was calculating.
"How much money, exactly, would be required to fund the, uh..." He looked at the list. "All of it? All of our public works. Incredible." He shook his head. "Yes. How much, exactly, would you need to pay for the funding, order the supplies, and hire maintenance crews?" His words were generous but his eyes were cold. "And how about renaming each one?"
Yes, indeed... the Zakhagr Forge, the Zakhagr Baths, the Zakhagr Shelter Network, the Zakhagr Recovery Center, the Zakhagr Training Center. They would know his name, and the names of his children, as the founders of the whole damn welfare system, and then what would they call him? Would he still be so cruel and ungenerous?

"Uh... well... Let me see here. Though the public baths need maintenance, the waterway is broken. So that'll need fixing first. The public forge needs repairs, so that'll cost materials and labor. Let's see. The shelters need maintenance before they're livable, then supplies, and funding to keep them going. The same goes for the recovery center. It's expensive to heal all those sick people. The training center needs mage support, so we'd have to hire some on retainer once they've been released from the academy, and we'd need to hire trainers and such for that. We're looking at..."
The clerk slid the piece of paper across from him.

He took a couple of looks at the list.
"You know," he said, "This is One-hundred eleven-thousand, three-hundred Ritz to fix everything, plus, ah, let's see... two-thousand eight-hundred a month for upkeep." He stroked his beard lightly, thinking for a little while. Oh, he'd dropped the question in his mind of renaming anything after himself--in the end, did it matter?
He wanted the poor of the city to see that something good was happening, but he didn't want to simply give it to them without them having to work a little bit more and reap the benefits. That was a laugh--who would fully fund this? Just for their benefit...
He gave a twisted smile. Oh, he had an idea. He pulled out a piece of paper--stamped with the ensigna of the Bank of Sorath. He took the clerk's quill and jotted a number down on it, ending with his signature.
"Here. A one, followed by five zeroes." He handed it over to the clerk. "Read the cheque--it's a pretty new concept, but simple. Entitles the bearer of the scrip to that amount in Ritz, withdrawn from the account of the signor." He stood up. "I have very specific demands attached to that little piece of paper, mind you. I want you to divide it between the projects proportionally. This means none of the projects should be finished unless some other person comes in here, willing to finish the job. Understand?"
He smiled with a cold look in his eyes, knowing he would be understood. "Now, you be careful with that scrip. It's wrorth more than your head, and if it doesn't reach the city coffers safely, it won't be the only thing missing."
With that, he turned and left the office.
The scaffolding would be raised any minute now.

The clerk's jaw was agape. He couldn't belive how much of a jerk this person was. Of course he knew what a cheque was. Not a new concept to the clerk, or any clerk. What kind of fool would pay for something hugely expensive in cold hard coin? Who carries that kind of coin?
The clerk snorted and made a rude gesture behind the tax man's back. Something suggesting teaching his grandmother to suck eggs.
