The Lady Mayor strode quickly after purchasing the plot of her land to the registry office. She registered the house yet with no name, but marked its location on Dawn Street. Yes, that was enough for now. Being a good mayor she paid for the fee, and left it at that.

It took several missteps, asking a dozen strangers for directions, numerous close encounters with the occupying forces, and a decent bit of luck on her part, but she eventually found the office. After all the effort she had put into finding the place, she was once again rather filthy, but she was at least passable as a woman of business.
She strode into the office with as much confidence as she could muster, and addressed the clerk, "I am here to bring my business to Viktoria province. I believe there is a promise of 500 ritz and some waiving of property fees for such endeavers. I am a jeweler, a tailor, and an artificer; and I wish to set up a workshop here in the city."

"Let me summon the Lady Mayor." The clerk knew better than to transact this deal herself, besides the way the apparent Elkagr walked into the office already sent off her tingling sense of a potentiality difficult customer. "If you would wait in the chair."
Pointing to a cushy looking arm chair, there was a matching floral blue love seat next to it that sat empty. The clerk quickly left the office, but nothing of value ever stayed in this office. Unless Nadera wanted to smuggle out the large peace lily that sat between the armchair and the love seat.
Being in a world without a quick communication device, Nadera would be waiting half an hour for Guinevere to appear. Not for lack of the Mayor trying to be timely, she was a busy person running the city and part of the province mostly on her own. Why she didn't have some kind of lackey for this was beside her, but again this was the first person to actually call on the note she had sent out. It would be best to play the part.
"Ever so sorry about the wait-" Her voice catching as she hardened herself, wary of how this Elkagr might treat her. "If you will permit I have a few questions before I sign over a cheque, and let you be on your way." Switching to Elkagr, under the assumption that Nadera would speak the mother tongue, otherwise this was just fated to be an awkward transaction.
Guinevere would take the empty love seat, or armchair depending on what Nader a took. As the mayor she was perfectly coiffed, hair pulled back into a formal french twist only a few bangs let out in curls. The green dress clashing just enough with the blue in the room, make up tempt in natural colors.

She took the love seat of course, she was glad that it seemed she was in the right place and gladden still she would be dealing with the mayor instead of some obnoxious low level nobody. She was not glad for the wait. She took in the decor, it was nice for a public office, but still tacky by her standards. The loveseat was comfortable enough, especially after spending the previous night in the stone gutter. She drifted off a bit during the wait, coming too rather suddenly at the sound of the door.
In strode who she assumed must be the mayor, she seemed of elkagr descent, but obviously not purebred as Nadera. This would normally be enough to earn her disdain, but damn was the mayor fashionable. A hint of a smile cracked on Nadera ' s lips, perhaps the mayor would be worthy company. The next moments would be telling
"Madame mayor I assume? My name is Nadera, ask whatever questions you must."

Guinevere's arms unhooked from the tensed position once the Elkagr had managed a smile, usually it meant things were going to proceed smoothly. Naturally her chest faced the woman, and she pointedly, pointed her feet toward the woman she was speaking with. Trying to give every sign possible that Guinevere was interested in what Nadera wanted to say. It was a good trick Guin had picked up from trying to win the favor or the nobles and Elkagr emissaries until recently, she had many dealings with.
"Nadera, as you are aware I am Lady Mayor Guinevere Lyethe." Continuing to speak in Elkagr. "I was told you wish to set up a shop, and correct me if I am wrong, for jeweling, tailoring, and artificing?" It was quite an impressive list of things Nadera could do, it would surely benefit the city in many ways but what really interested the Mayor was the magical talent behind one particular skill.
"Have you found a location yet?" The clerk was listening in, ready to write in the address as it was spoke.
"Also, what size of building are you wanting? Small, medium and large are available."
Though from the ragged look of the female before her, she doubted that she would know that much. But she could always be wrong. Nadera looked like she came from straight out of the gutter.

Not quite straight from the gutter, she at least had a bath.
Nadera was quite pleased to hear her native tongue coming from the mayor. The mayor seemed quite accommodating, especially given Nadera’s current appearance. “That is correct Lady Mayor” Thinking about it now, it was not a common combination of skills, and outside of those with diplomatic immunity, magery was uncommon. Nadera had spent most of her recent time in the academy, such trivial things were only just now coming to the forefront of her mind.
“I’ve only just arrived in Morith after making the journey from Fordeth, I am unfamiliar with the city. I am not even sure what locations are available. I need space, but I don’t want something that makes me feel lonely. A mid-sized property would do. I’d be registering it as my residence, my workshop, and my place of business.” Nadera contemplated for a moment, “Do you have anywhere near the river?”

"There are also stalls available, if you so desire one. Though having everything is one location is certainly convenient." It would all be free, so Guinevere was offering the entire package. She was trying to be very suitable.
"Yes, there are several on near the river available. Might I suggest a building on Lily Street, it is a building on the edge of a shopping market that specializes in high quality goods." It was in a snobby part of town, Guinevere was pulling at strings to guess that might be a suitable location for Nadera. "It is also just a couple of blocks away from a once popular dock, that I am working diligently to return to full repair."
The recent invasion was still evident in this town.
"The street actually intersects close to my own home, that is yet under construction. It is a charming place, that one could see the river from a full corner of the building." Was that enough to sell it?

She listened to the Lady Mayor as a stall was offered. She would have to decline of course, having a stall to sell things like gold and diamond jewelry, fine clothing, and enchanted objects was basically begging to be robbed. As the mayor continued, next describing what the mayor must have believed was a suitable property, she couldn't help but be drawn in. Especially the part about being "on the edge of a market that specializes in high quality goods." That was going to be her once she was able to begin working on her business. Also to live in the same part of the city as the mayor, it must be one of the nicer parts of the city.
Her decision took almost no thought, the mayor had her sold on the property. A bit out of impulse and a bit due to her trusting the mayor because of the mayor's sense of style and partial elkagr blood combined with the hospitality the mayor had so far demonstrated, "I have no need for a stall, but the property sounds wonderful, I will take it."

"Excellent!" Guinevere smiled, and the clerk delivered the papers to Nadera. All information appropriately laid on on the document, it was in High Cruic followed by the Elkagr translation underneath. An X resided where Nadera would be expected to sign. The address was clearly imprinted on the paper making it simple to find. There were two copies.
"If you would sign a few papers, just for our and your record you maybe be on your way." Reverting back to Elkagr. "Unless you would like help finding the property."
Guinevere let Nadera overlook the lisence, and paltry details about the 500 Ritz grant and further details. All really legal jargon and mumbo jumbo. She filled out the cheque written for Nadera, the taxes on the building and such would be paid by Guinevere on her own. Once the woman was done, the cheque would be handed over.
"In six months time we will begin to bill you for maintenance fees, though they are nominal. I wish you luck, and if you require any more help feel free to ask for help at any time."

She looked the papers over, she was not very knowledgeable of legal jargon or mumbo jumbo, but everything appeared in order. She signed her name to the papers, handing them to the Lady Mayor, taking her copy when given. She graciously accepted the check, it was the main reason she had traveled so far after all. "I'm still quite new to the town, so help finding the property would be appreciated."
She nodded in agreement and gratitude to the Lady Mayor, "Thank you, Lady Mayor, you will not regret this investment. I will need some time to gather resources and have any necessary remodeling performed before I will be able to open my shop to the public. You understand of course?"
She wasn't very confident in her statement, she assumed it was common practice, but she was not very familiar with actually running a business, she would likely have to hire an accountant or something of the sort to take care of the day to day operations. She would merely be the craftsman and proprietor for the establishment. However, these were considerations for another time and another place, for now her business was concluded and she merely wished to see her new home.

"I will gladly escort you myself." After this was all finished up of course.
"Yes, that I do understand. I will visit once the shop is ready myself, I can think of a few things I could already need." Saying such things with sincerity, and she honestly had enough money to blow without feeling the slightest bit guilty for it. This was nothing to even attempt to dent at her offers. Unless millions of businesses came running, be she doubted such a thing would happen.
The rest only took a minute longer, and the two would be quickly out the door and heading for Nadera's new shop.
-500 Ritz to Nadera
-340 in fees, and six months fees prepaid maintenance from Guinevere's pocket.
