Province Government Officials
Hello there! You may be thinking about making your character a member of the governments of one of the many provinces in Cruinthe. Your character may start in this position, or may take up this mantel if there are positions open. There are four major positions in each province. Here I will explain their roles, and what they can do in their provinces. Naturally if a position isn't filled those duties fall to the next person who has a position and is above or lateral to that person.
Provincial GovernorThe provincial governor is just below the King of Cruinthe if their province is located in Cruinthe. If the province is located in one of the southern kingdoms, then they are below the head of that particular kingdom. The provincial governor has the most power in the province's local government, but there are some limits to their power. Provincial governors are chosen by the King, Julgrava, for all provinces.
Powers-Levy taxes on all citizens in the province (not including the city).
-Levy troops from each county in the province, so long as the tax money is available.
-Appoint officials into positions.
-Create new province positions.
-Determine province budget.
-Collect the yearly tax for the kingdom, and transport that tax to the capitol.
-Place sanctions on local lords
-Pass province-wide laws.
City MayorThe city mayor is in charge of the Province's major city, and reports directly to the Provincial Governor. Normally the City Mayor is appointed by the Provincial Governor. Though some families have established a tradition of serving a particular city, passing the position from one member to the next. Mayors have exclusive control over the city they are in charge of.
Powers-Levy taxes on all citizens in the city.
-Levy troops from the citizens of the city to defend the city from attack.
-Appoint officials into new city related positions.
-Determine city budget.
-Control the sale of property around the city.
-Pass City-Wide Laws
Trade CommissionerThe trade commisioner of the province is in charge of keeping the economy of the city and the province going, as well as approving new shops being opened, distributing permits for luxury and military goods, and other economy related things. Their list of powers is short, but they tend a necessary function for a province with few lords. They report to the City Mayor and Provincial Governor.
Powers-Can approve new shops for the city.
-Can distribute or revoke permits for luxury and military goods.
-Can impose tolls on highways in the province.
-Can approve or revoke inter-province trade agreements.
Defense MinisterThe defense minister functions as the province's general. They are in charge of whatever forces that the province employs for its defense. They report to the Provincial Governor.
Powers-Deploy troops to protect the province.
-Recall troops to their garrisons.
-Appoint commanders.
-Dismiss troops from the provincial army.
