Kel'Alee & Surrounding Territory
Kel'Alee is an independent city in the Sovereign Kingdom of Cruinthe that remains outside the boundaries of the greater kingdom's laws. It is located nearly fifty miles northwest of Innorsford, on the eastern face of the Western Darthaks. The city itself is surrounded by verdant forests that seem to protect it from invasion. It is a city where people from all walks of life are welcome, so long as they obey it's laws.
The city itself is dotted with restaurants, taverns, music halls, theatres, and artisans. It is one of the wealthiest cities in Cruinthe. The structures are all in good repair. Most houses are at least two stories high. The Ziggurat is the center of Kel'Alee's government. The High Council rules the city from there. It contains residences and great galleries, as well as batteries of cannons, and defenses. It is as much a fortress as it is an administration center. Originally, the Ziggurat was a Cruinthian style castle. The building was expanded into the Ziggurat before Julgrava took over the country in 0 ATD.
Kel'alee boasts a diverse population of people from mixed backgrounds and ethnicity. People from Kel'alee are Selbrians, Fringothans, Cruicans, Cruinthians, Drokagr, Elkagr, Free Skaldi of all types, and half breeds. Those residents of Kel'Alee that do not have an immigrant family background, and are original Kel'Aleans, are called Cakinites (Kah-Kih-Nee-Tays). Though most of the Cakinites have broad musical talents, their warriors and mages are matchless. The noble Cakinite warrior is a person who has mastered the ability to change their shape from that of a man or woman, into that of a beast of great ferocity and power. These persons guard the city, its interests, but chiefly its people. Any Kel'Alean would tell a foreigner that Kel'Alee is more than a city, it is an idea that lives in the hearts and minds of its people.
Laws and Ordinances
1. Weapons are not permitted within the boundaries of the city of Kel'Alee.
2. Magic must be limited to artisan work or the pursuit of knowledge and theory. Magic that causes harm to others is strictly prohibited.
3. Theft is prohibited.
4. Trespassing is prohibited.
5. Heckling a performer in the street or on a stage is prohibited.
6. Vandalism or other destruction of property is prohibited.
7. Relations between individuals must be confined to private quarters.
8. All animals taller or longer than a man must be stabled until the owner's departure.
9. The reckless use of fire is prohibited.
10. The counterfeiting of coinage is prohibited.
